Citizens of EU Members States may come to Lithuania without a visa and stay in Lithuania without any special permits for up to 3 months. If citizens of EU Members States intend to stay in Lithuania for over 3 months, they should apply for issue a Certificate of a citizen of EU Member State.

Based on your reason for moving to Lithuania, you can obtain any of the following types of temporary residence permits:  

• A temporary residence permit for work.  

• A temporary residence permit for study purposes.  

• A temporary residence permit for family reunification purposes.  

• A temporary residence permit for qualified non-EU foreign nationals workers.

You must live in the Republic of Lithuania without interruption for 5 years with a temporary residence permit. During your stay in Lithuania, you can travel abroad for a brief period, but trips from the territory of Lithuania may not last longer than 6 months in succession and may not exceed 10 months in a consecutive and total period of 5 years.

You can leave and return to Lithuania during the permit period. However, you will lose the right of permanent residence in Lithuania and your permanent residence permit may be revoked if you reside in a non-European Union country for more than 12 months or you leave Lithuania to live in another European Union member state for more than 6 years or you will acquire the status of a long-term resident in another European Union member state.  

If you leave the Republic of Lithuania for more than 6 months period, in accordance with the procedure established by the Law on Declaration of Residence, you must declare your departure. If you declare leaving the Republic of Lithuania, your permanent residence permit will become invalid, and you will lose the right to permanent residence in Lithuania.

If you have a Lithuanian temporary residence permit and you are not an EU citizen:  

A foreigner, who has a temporary residence permit and whose family members are coming on the basis of family reunification and want to obtain temporary residence permits, must have lived in the Republic of Lithuania for the last 2 years, have a temporary residence permit, which has been valid for at least one year, and have reasonable prospects of acquiring the right of permanent residence in the Republic of Lithuania (i.e. foreigner has a reason to reside in the Republic of Lithuania without interruption for 5 years because he/she is a family member of a citizen of the Republic of Lithuania or a foreigner with a permanent residence permit residing in Lithuania, or foreigner is a member of the clergy of a Lithuanian religious community or society, or  

foreigner has been working full-time under an employment contract for at least 3 years continuously for no more than two employers);  

except for the following cases, when family members come to a foreigner who has temporary residency permit or applies for a temporary residency permit:  

• as a person of Lithuanian origin or a person entitled to regain citizenship of the Republic of Lithuania; or  

• as a highly qualified professional worker; or  

• as a start-up; or 

• as an entrepreneur; or 

• as a lecturer or researcher; or  

• as an intra-corporate transfer; or 

• as a visitor under the Law on Investment; or 

• as a national of Australia, Japan, the United Kingdom, the United States, Canada, New Zealand, South Korea, who intends to work or engage in other lawful activity in Lithuania; or 

• as a long-term resident in another EU Member State, and the marriage or the registered partnership agreement has been concluded in the State in which he/she has acquired the status of long-term resident; or 

• as a student (master's or PhD degree); or 

• who applies for a temporary residence permit on the basis that he/she has completed a master's or PhD degree studies in Lithuania, or has completed scientific research and experimental development work; 

In case of a family reunification, a foreigner will be issued a temporary residence permit for the same period as the temporary residence permit for the family member that the foreigner is coming to on the basis of family reunification.
