In 2024, Vilnius hosted 26 of Lithuania’s 47 new investment projects, capturing 55 % of national FDI inflows. The city remains the top choice for international investors, reflecting its strong business environment and stable growth.
Vilnius is home to over 1,050 startups with a combined valuation of €17 billion. The city ranks 69th best startup city globally out of almost 1,500 and 3rd in the CEE region, supported by a vibrant community of incubators, accelerators, and innovation hubs.
The Vilnius Innovation District (Cyber City, New Town) already houses two unicorns and will anchor the city’s next generation of science and tech growth. Tech Zity will soon become Europe’s largest startup hub, spanning approximately 55,000 m², while BioCity (North Town) is set to be Europe’s largest biotech campus with over 4,000 m² of labs and research facilities. Meanwhile, Teltonika has invested €320 million and built four new factories, demonstrating strong confidence in Vilnius’ talent and competitiveness.
Among the Baltic capitals, Vilnius clearly leads in attracting FDI. From 2014 to 2024, the city recorded 260 FDI projects, compared with 58 in Tallinn and 49 in Riga (Financial Times Locations, 2025). This leadership extends not only to the number of projects but also to job creation, with Vilnius generating nearly 20 000 new jobs, outpacing its regional peers by a wide margin.
Vilnius has also become the center of gravity for Baltic innovation, driving regional growth in venture funding and startup performance. Lithuanian startups raised €375 million in 2025, up sharply from €213 million in 2024, giving Vilnius the largest share of Baltic venture capital (Firstpick).
These figures reinforce Vilnius’s position as the FDI leader of the Baltic region, combining scalability, talent, and innovation-friendly policies.
Vilnius’s investment landscape is increasingly tech-focused and knowledge-intensive.
Analysis of sector trends shows a clear concentration in high-value-added industries, led by Software & IT Services, Financial Services, and Business Services.
