As of January 1, 2017, Lithuania is offering practitioners of 27 key professions easier and faster access to a Blue Card. A Blue Card is a permit that allows highly-qualified citizens of non-European Union countries to legally reside and work in an EU country. A Blue Card is issued to an employee with a university degree or at least 5 years of professional experience.
To be eligible for a Blue Card in Lithuania, ordinarily an employee must be paid a salary equivalent to at least 3 times the average national salary (currently this amounts to €2,380, before taxes). For practitioners of 27 key professions listed below, this requirement has been reduced to 1.5 times the national average (currently: €1,190, before taxes). They must have a labour contract of at least one year’s duration. A simplified procedure allows expedited Blue Cards to be issued within 30 days (or even in 15 days, according to a fast-track option).
A Blue Card in Lithuania is typically issued for 3 years. If the term of the labour contract is for a shorter period, a Blue Card may be issued for the duration of the contract plus 3 months.
Family members of a Blue Card holder are also allowed to reside in Lithuania. They will be issued a permit for the same duration as their Blue-Card-holding family member.
On 1 June 2016, 344 non-EU citizens were registered as Blue Card holders in Lithuania: most from Ukraine (103), Russia (91), Belarus (89) and the United States of America (28).

25. Network analyst
26. Specialist of information technology and communication safety
27. Aviation technician
